Original form of this glyph was 叏 ('rod crotch pulling to one side') meaning MEDICAL INSPECTION FOR SEXUALLY TRANSMITTED DISEASE SYMPTOMS (see that glyph for details), to MAKE A DETERMINATION whilst conducting an examination:「pulled to one side with emphasis on erection.」
　「Person pulling skin, taut erection pulled to one side」as REACHING A DECISION ABOUT SOMETHING may well simply refer to someone deciding to get in touch with himself, pulling back his arrow in hand prior to discharge.「Rolled with two hands」「rolled with skill, technique」or as「rolled crotch rod」perhaps due to extreme pain, delicately, with great care.「Archery glove」was a euphemism for the glove covering one's arrow, that is, the sheath of foreskin pulled aside to get a look at the infection and chancres within.

Always keep in mind that these glyphs were originally created by groups of bored old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system. Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is! Sex had no shame in ancient China. Why would it? And now, there is a cover-up. No one is suggesting these glyphs depict contemporary life in China, Japan, or anywhere else.
