Elements truly need no further explanation. Related glyphs make clear the reason for hesitation (㠱) and why the male person must sit cross-legged. Then again, if the「prized female booty」is sitting cross-legged and flashing beaver (in the common parlance of today), that would also be a reason to loiter, slow down one's pace, and perhaps return for a second or third look while considering the options. Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created.
