「Running, operating」with「the meat pile」meaning TO MARK TIME as it perhaps referred to the shaman and her need to maintain time and billing records of data for each client with a service provider…the clock was running, so to speak.
MARK TIME is based on a military phrase to march in the same place, that is, moving legs up and down without going anywhere.

Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created.
