「ゆるく滴る悪臭のする開口部からの流出」または「体液が流れ、大量の分泌物がないか監視する」とは、ハ ーネスや包帯で化膿している体の部分を締め付け、ハ ーブ入りの湿布で蓄積した膿や血液を定期的に排出し、刺し傷や感染による損傷を（奇跡とともに）ある程度まで抑え、治癒、修復、修復を促進する治療法を指します。これにより、患者の感情は鎮静化され、落ち着くが、完全に治癒するのは望み薄で、せいぜい一時的な対処療法にとどまる可能性がある。
性感染症の流行時には、その流行を食い止めるために、管理統制、管理戦術、政府の行政規制が法律で定められ、施行されました。感染者は、公共の場での感染性滴下を防ぐために、コドピースと腰布を着用することを強制され、症状が治まるまでブジーで広げる治療を何度も繰り返し受けました。治療結果の公式記録は、発生や再発の追跡を可能にするために保管され、覡・ブルート部隊は、政府の権限の下で法律を執行し、必要に応じて戸別訪問を行いました（治安判事、権限「尹」および「津」を参照）。
学者らによると、これはかつて中国で実際にあった場所を指しており、大河の中に洪水監視基地が建設され、水位を監視し、雨期や台風のときに下流に流れる鉄砲水について人ーに警告していたという。さらに、馬に乗った騎手や伝令犬がスピードを上げて「洪水警報」を発令し、避難の警報を発していた。進路上にいる人を轢いて殺すことも合法だったことから、中国での洪水がいかに深刻であるかが分かるだろう。警報システムには、レ ースライダーが通行できないほど劣悪な道路状況の駅間を猛スピードで走る犬（一度に3000匹以上）も含まれていました。これにより、毎年溺死して家族を失うことや、死体から腐った肉を採取することによる病気の蔓延など、何らかの理由で動揺し興奮していた神経質な住民を鎮め、落ち着かせることができました。これにより、地方自治体は被害をある程度抑制し、より効果的に統治できるようになりました。適切な事前警告を提供することで、洪水による死者の問題（洪水自体は解決しなかった）をある程度解決（治癒、解決）し、これにより不満の感情（洪水自体は解決しなかったが）が抑えられた。

「Flows」from「loose dripping stinky orifice」or「fluids and watching for a big discharge」refers to TREATMENTS with HARNESSES and bandages CLAMPING DOWN on suppurating body parts, and herb-filled poultices drawing discharges of accumulated pus and blood on a regular basis to CONTROL the damage to a degree from a puncture wound or a transmitted infection (along with a miracle) in the effort to promote HEALING, MENDING, REPAIR. This leads to QUELLING and BECALMING a patient, but becoming fully CURED might have remained a long shot, being at best just a quick FIX.
　GOVERNING CONTROL, MANAGEMENT TACTICS, GOVERNMENT ADMINISTRATIVE REGULATIONS were ordered BY LAW and enforced during endemic outbreaks of sexually transmitted diseases in the attempt to stem the tide. Infected people were forced to wear a codpiece and loincloth to prevent contagious dripping in public places, and undergo treatment by reaming with a bougie, again and again until symptoms abated. Official records were maintained of the treatment results to enable tracing of an outbreak or resurgence, and shaman brute squads enforced the laws under government authority, going door to door when the need arose (see: 'magistrate, authority' 尹 and 津).
　Scholars say this formerly referred to actual places in China where a flood-watching base was built within a large river as a means of monitoring the water level and to warn people of flash floods that coursed downriver during the rainy season and typhoons, augmented by riders on horseback and messenger dogs that sped to announce a coming「flood alert」and raise the alarm to evacuate…running down and killing anyone standing in their path was legal, to give you an idea of how serious flooding is in China. The warning system included dogs (more than 3,000 animals at one time) that ran at high speed between stations where roads were in too bad condition to permit a racing rider. This led to QUELLING and BECALMING the nervous populace that was upset and agitated from annually losing family members as drowning victims and from the subsequent diseases spread due to collecting putrid meat from the corpses, for whatever reasons. This allowed the local authorities to CONTROL the damage to a degree and GOVERN more effectively. It CURED (HEALED, FIXED) somewhat the problem of flood deaths (but not the flooding) by providing adequate advance warning, and this SUPPRESSED feelings of discontent (not the flood waters, though).
