Top element is one side of a girl child's hairstyle that tied her hair up on each side of her head appearing fairly flat on top, so this top element came to mean「young girl child」(who, IF still appearing to be a virgin, was worth a small fortune due to being extremely scarce) and so, an additional meaning is DIVA, DIVINE BEING, someone heavenly, or capable of sending another person to heaven….
　In Japan, the same hairstyle was used by adult male deities, and so in Japan too an additional meaning is DIVINE.
　Ostensibly, one interpretation is that the WILL OF THE GODS is for a very young woman to remain CHASTE, not to schtup (ejaculation into a birth canal or other attainable orifice) too rampantly, and may mean「the value of virginity.」Possibly depicting an immovable and solidly chaste virgin but arguably, elements are also「young girl and value, money, resale price.」
　The truth is that young girls (who could be confirmed as still virgin) were of fairly great value, since corpulent, wealthy, prurient, greasy, licentious, fishy-smelling「gentlemen」or「nobles」would buy them as concubines (or lease them for a short term) for the enjoyment of fulfilling the dream of going to heaven by deflowering her, and claiming that action was the WILL OF THE GODS, the 'divine right' of royalty (perhaps so, considering all the religious preachers and god-hucksters involved in sex scandals even still in the modern age, although not always with girls). Anyway, the points being made by these elements are firstly: up to the defining moment, that young girl had been「CHASTE with monetary value」and secondly, religious hucksters, psychics, soothsayers, and「diviners will take your money」(it may be worth it, though).
