The sages here are perhaps again demeaning the attempt to regulate morality among human beings, equating the whole process with「firmly grasping rod, reaming cavity, with the same motion again and again, the consequences.」Such REGULATIONS were ordered BY LAW and enforced during endemic outbreaks of sexually transmitted diseases in the attempt to stem the tide (see related glyphs).
