Possibly「open-mouthed gaga」while seeing the big city for the first time, but「tonguing mouth with head control of orifice of small youth emitting streams」could be a LIVELY SCENE of much BRIGHT FLASHING, a Chinese euphemism for sexual acts, in a city shaman's house of the rising sun (a city brothel made famous in ballads).
