「Soil」with「proper policy」describes shaping the flow of rivers or irrigation channels with a system of DIKES, LEVEES, EMBANKMENTS and DAMS.
　「Ground, soil, earth」with「person kneeling and sitting back on heels in the proper position to be sucking fluids」to depict the general shape of an earthen DAM, LEVEE, DIKE, EMBANKMENT that resembles the fellatrix sitting on her heels, wider at the bottom and narrower at the top, with the concept of overflow discharge near the mouth to release excess accumulations of pent-up fluid behind a dam as it gushes from a sluice gate.
