HORSE CROTCH
Glyph is a variant of , so see that entry for the wild details. Depicting the MANAGEABLE CONTROL as a「horse crotch」suggesting the area where a saddle is belted tightly under a horse's belly with a surcingle to permit MOUNTING the animal and CONTROLLING its movements with your feet and the reins. The traditionally outfitted horse in ancient China also had a belt secured around the tail and groin area, the「horse crotch」behind the saddle called a「crupper」used to prevent the saddle from sliding forward and in emergencies for getting the animal's attention in a hurry by jerking on the crupper strap.

Breeching belts were also attached around a horse's crotch and hindquarters to help secure and balance loads.
Horses also tend to masturbate naturally multiple times (10-15 events daily: see for details), so one fine way of getting its attention and helping the animal to finally settle down is to lend a hand or two and manage its crotch, and become good friends by doing so…really, no joke: the John Solomon Rarey Technique for taming horses uses the key of the「horse's crotch」:
「Rarey began by tying one of the traumatized horse's legs with a strap so that the horse could not stand on it. This gave him control over the horse and quickly tired the animal out. Then, Rarey would gently but firmly cause the horse to lie down on a comfortable surface. Once the horse was lying on its side, Rarey could use his weight, concentrated at a strategic point, to keep the horse from rising. While the horse was thus unable to protect itself, Rarey showed it that it was still entirely safe with him by touching and stroking it on all parts of its body. The result was that the horse learned that it could be entirely safe in Rarey's company, and from that beginning it was relatively easy to demonstrate to the horse that it did not need to protect itself from most other humans.」

See https://www.sciencedirect.com/topics/immunology-and-microbiology/perineum for images that depict the dock (or, root) of the tail as being directly adjacent to the horse's anus and genitals.
「The head, ears, neck, and body being thus gentled, proceed from the back to the root of the tail. This must be managed with dexterity, as a horse is never to be depended on that is skittish about the tail. Let your hand fall lightly and rapidly on that part next to the body a minute or two, and then you will begin to give it a slight pull upwards every quarter of a minute. At the same time you continue this handling of him, augment the force of the strokes as well as the raising of the tail, until you can raise it and handle it with the greatest ease, which commonly happens in a quarter of an hour in most horses, in others almost immediately, and in some much longer. It now remains to handle all his legs…」

GOVERNING CONTROL, MANAGEMENT TACTICS, GOVERNMENT ADMINISTRATIVE REGULATIONS were ordered BY LAW and enforced during endemic outbreaks of sexually transmitted diseases in the attempt to stem the tide. Infected people were forced to wear a codpiece and loincloth to prevent contagious dripping in public places, and undergo treatment by reaming with a bougie, again and again until symptoms abated. Official records were maintained of the treatment results to enable tracing of an outbreak or resurgence, and shaman brute squads enforced the laws under government authority, going door to door when the need arose (see: 'magistrate, authority' and ).
Without a doubt, the Irish also have knowledge of their own to pass along in these trying times:「Masturbation will not spread coronavirus, especially if you wash your hands (and any sex toys) with soap and water for at least 20 seconds before and after.」Nonetheless and regrettably, unlike in dynastic China, it must be undertaken alone to truly be a preventative countermeasure but still achieve the desired result with some degree of safety.

The Dutch, too have the same solution—it seems masturbation has become mainstream in the media the world over due to the coronavirus (it has always been 'the main stream' in reality, albeit covertly for most folks):
「'Don't have sex with your partner if they have been isolated because of (suspected) coronavirus infection,' the RVIM says. 'Sex with yourself or with others at a distance is possible (think of telling erotic stories, masturbating together).'」

Needless to point out perhaps, but Chinese shamans from antiquity hit upon the same solution as a pandemic preventative countermeasure, honed for ultimate client satisfaction by utilizing naked females with no-longer-integrated feet as masturbatory sex buddies available for short-term rental with erotic visualization of live prepubescent female genitalia engaging in autoerotic stimulation herself, as a solution to the same problem facing us now, but in pre-Internet days.

Modern definitions (that generally disregard history) …excluding politically incorrect concepts and other meanings deemed offensive today; may list only pigeonholed definitions, euphemisms, or meaningless mnemonics)
Chinese: variant of 御; to drive; to manage; to control
Japanese: to drive
Unihan extended: drive, ride; manage, control
EDRDG: driving (horse)

Always keep in mind that these glyphs were originally created by groups of clever old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system. Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is! Sex had no shame in ancient China. Why would it? And now, there is a cover-up. No one is suggesting these glyphs depict contemporary life in China, Japan, or anywhere else. This site describes glyph meanings, not people. These glyphs however, describe many and various things, including people, long before there were any notions of becoming politically incorrect. The question to be answered is, should these glyphs continue being used, by anyone, anywhere, for expressing language? (More...) Despite how bad the human world is today, do you actually believe that the so-called good old days were any better? Or they could only have been worse?

By the way, with a limited number of the same elements used by the sages again and again to form these glyphs, you should expect to find the same explanations again and again, as tedious as that may become, and as an inherent trait of any dictionary. This site explains the dual meanings of glyphs most often ignored by other sources that provide you with only the sanctioned definition, generally.
