　There is seemingly little relevance to a「tree」a heron as「bird with head thrusting downward to one side」and authority, rights and privileges, unless it is the heron's habit of spontaneously defecating when disturbed, an action that a heron performs regularly enough to be considered as its RIGHT and PRIVILEGE to do so. Being large and well-adorned, as are royal persons possessing AUTHORITY, POWER, RIGHTS and PRIVILEGE, crested herons seemingly always have the right to roost in the top of any tree and to defecate upon all those below, naturally, as birds do.
　Perhaps tree branches with roosting and nesting sites covered with feces blasted from「scared shitless」heron cloacas reminded the sages of the AUTHORITY, POWER, RIGHTS and PRIVILEGE of the nobility (no one else had any power, rights, authority, or privileges) who could defecate on anyone lower in social status at any time they had such a fancy, born to「roost, and defecate where they roost」all day, often sitting on seats with a hole cut to allow for defecating and/ or urinating at any moment while feasting, not unlike herons…
　In Chinese, meaning TEMPORARY as well, suggesting that inevitably the position at the top of the heap defecating on all those below will one day be no more, or, that government and royalty 'upper class' can remove any rights from a 'lower class' with impunity and no notice whatsoever.
　Perhaps related to 'monopoly, tolls' (榷) as another inherent right of kings and royalty,「woodies spread wide like a crane in courtship display」to control all.
