Elements need no further explanation, perhaps other than pointing out that eating the penis of an animal is believed in China to impart the sexual prowess of that animal to the eater, which in some sense may be true if the animal penis retains any testosterone, hence「person with hard-on」might be referring to the eater's own, or, to that of the ingested glands…or to both. Other meanings need no explanation, including that of someone wielding a whip applied to someone else in bondage and the resulting sexual arousal for one, or both, of the parties involved.
