「Exchange of effort.」…formerly, Chinese elements were「exchanges with inciting prostrated, rod head whacking」(效) and in Chinese the primary meaning is「everyone IMITATING one another, all performing the same action at the same time as a group.」Meaning to TOIL, TOILING while working for another's benefit, WORKING AS A TEAM performing the same action in exchanges inciting prostrated whacking, that was EFFECTIVE, for EFFECTIVENESS.
In Japanese, additional meanings of MERIT, BENEFITTING as an expression of teamwork to accomplish a shared goal, one believed to be praiseworthy and recommendable. Note that the old sages equated「marching off to war」with「aimless small steps with stretched skin of crotch in hand, grasping one's spearing weapon」(役), so SERVING IN THE MILITARY needs no further explanation after examining the individual elements.
EFFECTIVE, EFFICACY, ALL PEOPLE PERFORMING SAME ACTION, people IMITATING one another as「sexual intercourse with erection in no-longer-integrated foot」relates to dynastic China and the use of pulverized feet when providing sexual services:「Qing Dynasty sex manuals listed 48 different ways of playing with women's bound [no-longer-integrated] feet.」

Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system! Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is, and often with multiple correct answers to each riddle, the same as is true today. Sex had no shame in ancient China. Why would it? But, have there been necessary rewrites and altered explanations of the original elemental meanings over the centuries?
