Seeing somebody or something not needing to be named, performing some「loitering, aimless motions of foreskin」so the best you can do is use a pronoun, HE, HIM, THAT. Not so different from English that uses「body」instead of「skin」as in any-body, some-body, every-body. Formerly similar to the English,「that jerk, over there」but now mainstream, just as the English term 'kid' in reference to a child formerly was a description of a street orphan, gamin, an urchin who stank, stole and ate anything to survive as does a goat, but now is a term used commonly without aspersion. Long ago in most every culture it was considered rude not to address someone by name and instead inserting a relative pronoun, but not so anymore, and the same goes for this glyph comparing any male to someone performing aimless motions with his foreskin while loitering about, horsing around, being a jerk.
In Japanese,「loitering, aimless motions of foreskin」of HIM, a male, also describes what occurs while a sole female partner is MENSTRUATING…only in some cases, however.「Loitering prepuce」or「rolled up screwed stiff motions in crotch」might also describe females in the menstrual phase, also endowed with a clitoral prepuce that may be loitering for a time, and, the stiff rolled rag(s) applied to the groin in the old days, as well as the modern application of a tampon as「in-out motions to apply stiff roll in crotch that remains in one place for a while.」…not to mention further the reference to a tampon, a tongue-shaped absorbent pad, or some other delicate-zone feminine hygiene product as HIM.

Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system! Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is, and often with multiple correct answers to each riddle, the same as is true today. Sex had no shame in ancient China. Why would it? But, have there been necessary rewrites and altered explanations of the original elemental meanings over the centuries?

No one is suggesting these glyphs depict contemporary life in China, Japan, or anywhere else. This site describes glyph meanings, not people. These glyphs however, describe many and various things, including people, long before there were any notions of becoming politically incorrect. The question to be answered is, should these glyphs continue being used, by anyone, anywhere, for expressing language? (More...) Despite how seemingly bad our human existence is today, do you actually believe that the so-called good old days were any better? Or could they have been worse?

By the way, with a limited number of the same elements used by the sages again and again to form these glyphs, you should expect to find the same explanations again and again, as tedious as that may become, and as an inherent trait of any lexicon.
