Original character (鬱) depicted packing meat cavities, much as human beings are packed like meat into large cities, causing terrible HUMAN STENCH AND ODOR, not unlike that which accompanies the opening of some canned horsemeat, such as dog food. Right element itself literally also means「scorpion burrow」with extended meanings of「village, rural hometown, vagina, human female frontside (see 邑).」Rotten meat will likely soon create a STENCH, a characteristic of most large cities especially prior to the development of sewer systems. And don't think it cannot happen in this day and age—one hundred years ago, folks sold and/or ate their own children in order to stay alive in newly-communist Russia, with similar situations occurring all through human history.
