「Leashed or taut genitals, after dawn to the edge」suggests the daylight, during the day. Dictionaries explain that the source glyph in this case was not「keeping watch」(睪) as it was for most other 尺 elements, but the point becomes moot after understanding that 睪 refers also to a cloth netting bound over the groin region for keeping watch over the amount and type of involuntary emissions during the time of an infection. Instead, they say that「leashed, taut genitals」replaced「hand holding a rod or shaft with turgid-flaccid」that means「again and again, time and again」(聿) perhaps as the DAYLIGHT HOURS when not asleep, or, a reference to each day. Cloth wrappings known as loincloths were handy to prevent snagging one's scrotum or foreskin on a bush or branch and are still worn by many bushmen today for this same reason, but loincloths are not as necessary in the cavern throughout the night as males would rather roam about with a free willy, 'going commando' as the preferred style.
　So, with the top element formerly as a「hand holding a rod or shaft with two states of turgid and flaccid」(聿) meaning「again and again and again」above「on the verge while being fellated」perhaps as how the males spent the remainder of their NOON lunch break while out hunting and away from the girls (or that meaning was added later). The duration of time from sunrise to sunset, and this glyph now refers to the DAYLIGHT period.「Measured distance」perhaps applies to the daylight hours on a CLOCK FACE or a SUNDIAL initially, an invention that loses some effectiveness most evenings and so can only be used during the DAYLIGHT HOURS.

Always keep in mind that these glyphs were originally created by groups of bored old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system. Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is! Sex had no shame in ancient China. Why would it? And now, there is a cover-up. No one is suggesting these glyphs depict contemporary life in China, Japan, or anywhere else.
