Some suggest「flow, many」「sheep」perhaps as whitecaps on waves resembling fleece on hills, and a very large herd of sheep flowing over the hills in waves might resemble the ocean. Yet, there are no very large lakes in China, so few whitecapped waves if any, other than oceanside, and ancient Chinese culture developed along two large rivers, not the ocean. Meanings of VAST and BOUNDLESS could certainly apply to the OCEAN for those folks living near the seashore who could see and understand both the SEA, and, a flock of sheep running in the hills.
