「Every flow」of water eventually ends up in the SEA at some point over the billions of years the Earth has existed. Perhaps a reference to the SEA being the「mother」of all life on land, since land plants and animals formerly emerged from the sea. Perhaps referring to the volume of mother's milk produced by mammary glands since time immemorial, an ocean of milk. Perhaps referring to the count of「flows, fluids while lying prone with female, becoming a mother」as amnionic fluid (subject to individual interpretation), as innumerable. Note that the Japanese stroke count is one less, due to the simplification of what appear to be the nipples in the「mother」element.

Always keep in mind that these glyphs were originally created by groups of clever old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language.
