It seems the only explanation that fits all the given meanings is picking unwanted pebbles, dirt, stem particles, and other unsmokable items from a batch of raw sticky opium, then kneading, mixing, wadding and molding the results into balls for later use in the hookah. May suggest picking「soil or dirt out of one's mouth by hand」such as might occur after picking a fruit, vegetable, or insect and eating it without first rinsing it off. QUIBBLING is raising petty or frivolous objections or complaints. To NITPICK refers to picking nits from hair follicles: nits are the larvae or eggs of a louse, very tiny and almost unseen…if picked from hairs surrounding the anus, then perhaps the「night soil」element applies, but this explanation is suspect. May refer instead simply to plucking dingleberries from one's ass prior to the era of Japanese washlet toilet seats, and then using them to create small animal shapes as children's playthings (these were the old days, remember), or special treats for one's pet swine.

Always keep in mind that these glyphs were originally created by groups of clever old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system. Is it truly possible that all these glyphs started out as off-color jokes and puzzles?
