Perhaps「small vagina, prized, esteemed, still rising」with lower element of「hand.」Means being MANIPULATIVE, as in groping the groin area of a girl and manipulating her genitals (「manipulate」is from the Latin meaning「handful」and this glyph, literally means a「handful of small pussy」). Or, refers to the small pussy's ability to MANIPULATE others.「Esteemed hands」depicts the work of ADMINISTRATORS in GOVERNMENT, those noble people who were skillful at groping the groin area of a concubine girl (or any girl, or ewe, for that matter), perhaps because they have had a great deal of practice due to abused power and influence. Recall that government officials retained their positions and titles of nobility for a long time (for life?) due to their 'mandate from heaven, divine right to rule' often regardless of their actions or lack thereof. This situation has changed little among officials the world over. A「rising hand」(but not as a fist) in most cases will reveal one's PALM, and in most cases the part of the hand raised and used to grope the groin area of or by a girl—one's palm…note that she may be manipulating her own genitals.

Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system! Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is, and often with multiple correct answers to each riddle, the same as is true today. Sex had no shame in ancient China. Why would it?
