Being in the vulnerable position of needed to borrow means that the lender is in the position of「person shafting stake in soil for wealth, eyeing goal of emissions, a fleshpot」by charging exorbitant rent, interest, or other terms. Someone who has lent an asset or funds to another is in a similar position, since the borrower may destroy, lose or run away with the lender's asset without returning or repaying anything at all.
