「The head」of something「biased to one side, leaning」describes a condition associated with genitals that in the old days was UBIQUITOUS, EVERYWHERE, WIDESPREAD, UNIVERSAL, CATHOLIC, and GENERALLY REPEATED TIME AND TIME AGAIN. Scarring from sexually transmitted diseases can cause both a shortened penis and a bent or curled penis, especially when attempting to become erect. Gonorrhea and other such diseases cause scar tissue to form within the urethra: Peyronie's Disease, Induratio penis plastica, Chronic Inflammation of the Tunica Albuginea (CITA).
「Loitering, purposeless motion」for「buttocks cracks and array of spread legs」referred to the「official register of concubines in the harem」and that the emperor sent vassals EVERYWHERE in search of virgins time and again.

Always keep in mind that these glyphs most likely were originally designed by groups of clever old men as vulgar riddles for their own entertainment (see 籒 for that), representing Chinese society many thousands of years ago, but intended NOT as a written or spoken language when created. If these glyphs had been intended for language use, the sages could not have possibly designed a worse system! Is it truly possible that all these glyphs started out as off-color jokes and puzzles?
