Elements of「venomous tail, bent appendage, penis, kneeling person」as the right element. Left element in the modern glyph (乱) has been completely replaced by what appears to be「tongue」which itself consists of「repeatedly bobbing head on old man's penis」a not-too-subtle reference to tonguing. The left elements actually are「meat and person on knees bowing (perhaps grabbing them by the hair) into crotch of spread legs and onto short leg」but note some fonts use「hand reaching like claw」or「repeatedly spewing」to replace the old「meat」element. And since that combination of elements was replaced by「head bobbing while tonguing old penis」the obvious conclusion is that this glyph is depicting someone being forced to perform fellatio against his or her will, inside seething in anger.
　Someone being「forced to kneel while being grabbed by the hair with face stuffed into another's groin and repeatedly bobbing head on old man's penis as it spurts shortened arm jism」would naturally cause feelings of wanting to RIOT, REBEL, DISTURB THE SOCIAL ORDER, suggest illicit sexual relations in confusion or disorder and being in a confused state of mind, not unlike the social media of today. According to the scholars, the meaning is holding back some angry animal by grabbing its tail…not a sound approach, since angry animals often turn around and jaw clench your forearm for doing so, or kick the daylights out of your head and chest cavity, or slash your face to shreds with claws, and so on.
