「Forms from heaven」(LIGHTNING often occurs without rain falling) together with「discharge, dragon's tail, bent penis in muck orifice.」Lightning being an obvious form of static electrical「discharge」often occurring during thunderstorms, and could surely be likened to the tail of a dragon as viewed from the ground when a lightning strike is discharged in the sky.
