「Raw meat under the hot Sun」after「victory, be better than」a defeated opponent who lays bleeding or dead with meat exposed, exuding a FISHY odor of blood and death, RAW MEAT, RANK, STINKING, STRONG-SMELLING.「Moon and stars」obliquely suggests doing something sneaky, SUSPICIOUS under the cover of night and darkness (not the bright light of the Sun) as FISHY activity, but not yet exuding much odor, necessarily.
In its original parlance, describing a thing or situation as "smells fishy" did refer to having probable cause for extreme doubt and suspicion, but most folks do not realize why innocuous fish are so maligned in this manner. A fishy or pungent-smelling discharge from the vagina or penis may signify the presence of an infection, so caution was advised...and still is today.
　FISHY ODOR, DUBIOUS, SUSPECT DANGER comes from「raw prick head meat」with a「tonguing mouth」as the two body parts approach one another in close proximity, or for some even from fairly far away. The FISH, FISHY ODOR meaning also derives from the「meat of a star」sexual performer in the shaman's cave o' wonders, shrine of divas, temple of love:
