A「flow」of movement that is「ordinary, all」to mean naturally DRIFTING ordinarily in any or all directions, without guidance. CARELESS, as in without a care in the world, uncaring with regard to the present situation, which is「fluids flowing with emphasis within skin sheath prepuce, worldly material-minded, a place for your hand to rest, how many times?」
　Something in motion would be the case if swimming (not merely floating or drifting), sometimes stiff, full-sail and sometimes relaxed, flaccid, or using effort to propel oneself in a specific direction. GOING WITH THE FLOW, following the underlying current ADRIFT in whatever happens naturally. Right element is a fundamental portion of「wind, sail」as in the flow of sailing along, just being blown in whatever direction. Note the Chinese variant of 泛 uses「fluid flow meager, tired, scarce」as when all the fluids have been exhausted (temporarily).

Always keep in mind that these glyphs were originally created by groups of clever old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language.
