　Meaning EXTREME COLD by pairing「frozen, ice」and「bared teeth, fangs.」Right element of「fangs」was a set of jaws with teeth showing both upper and lower, so that this element may infer someone with their lips open and baring chattering teeth, as might happen if very cold. NICE COMPLEXION is a reference to the rosy cheeks many folks have on a very cold day. CHEERFUL LOOK is really the「frozen smile of chattering teeth.」SERENE refers to no animal sounds on a very cold day (they're smart, they're all inside their dens, burrows, and nests). It is reported that death by freezing is a SERENE way to go, although no one has lived to tell about it. Severe hypothermia causes stupor as the brain shuts down, perhaps suggested here by「dripping fangs」as serenely drooling while feeling no pain.
