Must be referring to the ruling classes, royals, and the emperors. No one ever suddenly becomes depraved, and peasants scraping a living from dirt farming did not regularly experience splendor, gaiety, or ostentatiousness while they sold their daughters as sex slaves in order to survive.
　Seems as if the elite worldwide in any age and regardless of political ideology eventually decay into one big clusterfuck, not unlike the upper classes of ancient Egypt, Greece, Carthage, Rome, or today North Korea, and some other places with a similar class structure supporting hereditary or granted titles, royal birthrights, and nepotism.
