「Spread in all directions」with「forced, coerced, inciting action」meaning literally to PAVE THE WAY for something, such as a parking lot with asphalt, or SMEAR as if applying paint. PROMULGATE is a figurative extension depicting to spread the word and enforce it with whacking as needed. SITTING may be derived from「spreading」one's fat buttocks on a seat or cushion and the body weight「forcing the person's flesh to spread」in all directions (related to the「spread legs mooning」element), not to further mention that service providers often were forced to sit most of the time, unable to stand or walk too well.
　Applying some fluid to a surface as a means of PAVING THE WAY「forced to spread in all directions」seems to indicate first dipping one's rod or stick into something wet in order to fully coat all the surfaces and then spreading the liquid, such as a brush used TO PAINT a surface. And as a lubricant: top-left element「spread legs in mooning position, temporary use」may indicate the 'proper sequence' (番) to avoid contamination and bleeding…recall the innate behavior of bonobo-like humans and「father coercing a person.」

Always keep in mind that these glyphs were originally created by groups of clever old men as vulgar riddles and analogies for their own entertainment (see 籒 for that) and represented Chinese society many thousands of years ago, and not as a written or spoken language.
