Simplified to what looks like「unforgettable deep feeling」with「dazzle」over an opened skull of brains,「evil」as「bad thoughts」or「empty-headed, brainless」thinking. Formerly describing some form of TORMENT, WORRY and DISTRESS caused perhaps by sexually related, carnal thoughts, or the actual sex organs, such as childbirth AGONY and an infant's head popping out from a very tight orifice. Modern elements are「deep feeling of your brains loosening from your skull.」Some sources state the left element formerly was「female」but now replaced by「deep feeling.」
　Right element was written as「warped, demented, loose」above「skull full of brains」(惱) but now appears as a skull with the top missing and loose matter flying out, such as your thoughts, or even actual brains, or gleet spurting from one's lower head. Of course, the「deep unforgettable feeling of burning rod emissions and evil stuff flying out, being fucked in both of one's heads」also suggests having contracted a sexually transmitted disease, now a familiar theme among these Chinese glyphs, and our worldwide human society in general.
　Formerly perhaps also depicting「a female's brain worried about rape, MOLESTATION, or attack by a sexual predator」as a very real threat still today of course, or, the「brains of women」generally being DISTRESSED about one thing or another, or,「woman worried about the AGONY associated with contractions and a newborn's head popping out at childbirth.」
