As one's「appendage spewing venom, drops flying from curled penis, emphasis on emissions」with「dammed flow」to mean INEVITABLE, INVARIABLE, CERTAIN TO OCCUR, perhaps the sages were referring to the age-old problem of old age when a human male's prostate clogs a bit and both urinating and ejaculation become difficult, even without other illnesses present.
Nevertheless,「More than 1 million people acquire a sexually transmitted infection (STI) every day. Each year, an estimated 500 million people become ill with one of 4 STIs: chlamydia, gonorrhoea, syphilis and trichomoniasis. More than 530 million people have the virus that causes genital herpes (HSV2). More than 290 million women have a human papillomavirus (HPV) infection. The majority of STIs are present without symptoms…」and so on.

「Many drops」surrounding a「dammed up, plugged head of bent penis」a swine's snout, the dog's nose: washing after sexual contact in order to mitigate the spread of disease and infection as an inviolate law, INVARIABLY, CERTAINLY, WITHOUT FAIL as a 'best practice.' A condition of poor health depicted by the「bent penis with ['many'] drops spewing」with「dammed head」that is likely as a case of gonorrhea and the continual dripping of gleet or a purulent discharge. Related infection and scarring can INEVITABLY cause the urethra to become clogged, literally「dammed」and is referred to as a urethral stricture. Infection of the urethra is another cause. For example:「Sexually transmitted infections such as gonorrhoea or chlamydia. …What is the treatment for urethral stricture? …Dilatation (widening) of the stricture: This is usually done by passing a thin plastic rod (bougie, or, boogie) into the urethra. This procedure may be done either under a local or a general anaesthetic. Rods of increasing thickness are gently inserted to gradually widen (dilate) the narrowed stricture. The aim is to stretch and widen the stricture without causing additional scarring. However, a stricture often tends gradually to narrow again after each dilation. Therefore, a repeat dilation is commonly needed every so often when symptoms recur.」

And, now we know both the source of the term 'the bougie man' as a person to be feared due to his infection (and perhaps the correct spelling of 'booger')…'bougie' means 'to get going, flowing again' and a booger is any type of a blockage—when located within the nasal passages, a blockage of air flow.
A case of the clap in the olden days was often accompanied by spirochete corkscrew demons, or syphilis, particularly since ovine zooerastia with ewes was so ubiquitous as a praiseworthy and recommendable outlet. As chunks of flesh began to slough off, one ancient remedy believed as ESSENTIAL prior to penicillin was to slash off (gently) the rotting meat a small piece at a time with the hope of stopping the INEVITABLE progress of the demon corkscrews (see related glyphs, and also all glyphs meaning 'stump' 困). Nevertheless, since the microorganisms resided in the infected person's blood, this procedure was not entirely effective, although missing some portions from a freshly sliced schwantz did serve to slow down the spread of the disease to other ewes, and to other humans too, at least while the sufferer was disabled. Eventually the sufferer succumbed since the demon spirochetes will INVARIABLY, CERTAINLY and NECESSARILY cause death after a penectomy.
The sages may have been telling all of us today that the inevitable, invariable, certain and necessary consequences of the wild abandonment of a moral code is SEXUALLY TRANSMISSIBLE DISEASE. Perhaps, a「slashed heart」also that will INVARIABLY, CERTAINLY and NECESSARILY cause death, or to confirm with CERTAINTY a death, but not really though, since not too many decapitated humans or those with slashed hearts can continue walking for long. Pundits say this glyph does not depict a penectomy at all (portions of the penis removed surgically), but instead, a lance leaning on a rope strung between poles…? Can you believe that?
Pulled out of the normal shape:「Peyronie's Disease,…also known as 'Induratio penis plastica,' or more recently 'Chronic Inflammation of the Tunica Albuginea (CITA),' is a connective tissue disorder involving the growth of fibrous plaques in the soft tissue of the penis affecting up to 10% of men. Specifically, scar tissue forms in the tunica albuginea, the thick sheath of tissue surrounding the corpora cavernosa causing pain, abnormal curvature, erectile dysfunction, indentation, loss of girth and shortening. …The disease may cause pain. Hardened, big, cord-like lesions (scar tissue known as 'plaques'). Or abnormal curvature of the penis when erect due to chronic inflammation of the tunica albuginea (CITA). Although the popular conception of Peyronie's Disease is that it always involves curvature of the penis, the scar tissue sometimes causes divots or indentations rather than curvature. The condition may also make sexual intercourse painful and/or difficult…」

Some suggest (炁) TAOIST CHARM refers to a「bougie」as a tool for reaming a penile meatus whilst in treatments for a gonorrheal infection to remove the gleet, and both the English word and this treatment were derived from the Chinese: 矛炁 or 洩氣 or 矛起 (or all three combinations). If so, you have got to believe that there is some sarcasm in there, somewhere.
It has been speculated that boogie woogie (or bougie wougie, or booga rooga, or boogie oogie, and so on) blues music that may have originated in the piney woods of East Texas turpentine camps during the 1860-70s, which at first was characterised by a low, slow, steadily repeating bass rhythm akin to both a steam locomotive pistons scraping (to turn the wheels with a reciprocating rod in horizontal motion powered by the steam engine, not unlike the motions of a bougie) and to slow coitus, was a musical manifestation of the sadness and pain associated with penile reaming using a bougie, and the resulting oozing with a woozy feeling that accompanied this procedure (becoming "woozy from the bougie" morphed into "boogie-woogie" eventually with the "gie" sound mispronounced as a hard-sounding "g"). Brothels were formerly called 'boogie houses' for reasons other than as a place where sexual intercourse occurred with a slowly rhythmic beat piano player in the foyer, but also as a place where one contracted gonorrhea, 'the clap' with is slowly rhythmic dripping beats that caused the need for repeated bougie-boogie reamings and oozings…what other commentators miss is the fact that brothel houses of prostitution were called 'bougie houses' long prior to the advent of the music…and that the music was named after whores passing to everyone gonorrhea, not vice versa. This musical genre originated along the「Texas & Pacific Railroad, known lovingly as the 'Tits Ass Pussy Railroad' because of the large numbers of brothels near T&P tracks, and because prostitutes (the 'Railroad Ladies') often hitched rides on the T&P」 [ https://nonjohn.com/History%20of%20Boogie%20Woogie.htm 2019-06-16 ] Perhaps the source of the American phrase 'to be railroaded' suggesting a hurried process with questionable outcome. Today, obviously forgetting that the bougie house was where clap was contracted and the need for a bougie-boogie reaming became evident. See the lyrics to the original boogie-woogie tunes of the 1870s for further details, and patients being bougie-woozy.

Always keep in mind that these glyphs were originally created by groups of bored old men as vulgar riddles and analogies for their own entertainment
(see 籒 for that)
and represented Chinese society many thousands of years ago, and not as a written or spoken language.
If these glyphs had been intended for language use, the sages could not have possibly designed a worse system.
Is it truly possible that all these glyphs started out as off-color jokes and puzzles? Yes! It is!
Sex had no shame in ancient China. Why would it? And now, there is a cover-up.
No one is suggesting these glyphs depict contemporary life in China, Japan, or anywhere else.
This site describes glyph meanings, not people.
These glyphs however, describe many and various things, including people, long before there were any notions of becoming politically incorrect.
The question to be answered is, should these glyphs continue being used, by anyone, anywhere, for expressing language?
Despite how bad the human world is today, do you actually believe that the so-called good old days were any better? Or they could only have been worse?
By the way, with a limited number of the same elements used by the sages again and again to form these glyphs,
you should expect to find the same explanations again and again, as tedious as that may become, and as an inherent trait of any dictionary.
This site explains the dual meanings of glyphs most often ignored by other sources that provide you with only the sanctioned definition, generally.
